So what is holding the scans back? Lack of personnel in Japan to scan the material, difficulty in acquiring the content increased lately, someone ended up leaking content thus causing the delay, more funding is needed to purchase it or some whole other reason?

I assume the reason is Chinese New Year. Previous huge delay is from the scanner went back to China to have a vacation if I remember correctly.
I believe this is the 3rd time they don't make announcement when things happen. They usually came out after a month then said 'Oh, something happened'
But whatever, it seems like they cannot catch up the release schedule anymore since last delay. I mean, I can find 80% magazine on ehentai released earlier than here for past six months.
